Yes. Persons with disabilities ("persons entitled to benefits") are entitled to a free digital annual vignette under the conditions of § 13 of the BStMG [Federal Road Toll Acts] in conjunction with the Insurance Tax Act of 1953 and the associated ordinance (ANB-V as amended). For this purpose, the claimant must contact the local registration office responsible for the registration of the motor vehicle. The examination of the eligibility conditions according to § 13 para. 2 of the BStMG is carried out by the municipal body of the insurer entitled to operate the motor vehicle liability insurance.
After successfully passing the eligibility requirements inspection, the municipal body shall arrange for the registration of the vehicle license plate of the exempted motor vehicle in the ASFINAG toll system. The vehicle of the claimant entitled to benefits remains exempted if the motor vehicle license plate is changed. At the time of registration in the ASFINAG toll system, the entitled party will receive a free digital annual vignette. A free section toll multi-trip card for the section toll segments on the A 9, A 10, A 13 and S 16 (not for the A 11 Karawanken motorway) is also automatically activated.
A query of the vehicle license plate in the vignette registry provides information as to whether an exempted motor vehicle has a valid digital vignette or section toll and for what period it is valid. The digital vignette is displayed in the vignette registry as a digital annual vignette for the respective year.

You are entitled to a free annual vignette, provided that you are in possession of a disability pass with the ‘unreasonableness of using public transport’ endorsement and are thus exempt from the motor-related insurance tax. If this is the case, ASFINAG will activate the free annual digital vignette for the licence plate number of the multi-track motor vehicle registered to you.
The Ministry for Social Affairs no longer sends annual toll stickers to eligible persons. From 2020, the free annual vignette will only be available as a digital annual vignette.
If the requirements for exemption from the motor-related insurance tax are met, the digital annual vignette for the licence plate number of your multi-track motor vehicle will be automatically activated by ASFINAG. The necessary data is automatically provided by the Ministry for Social Affairs.

If the requirements (possession of a disabled person's pass with the ‘Unreasonable use of public transport’ endorsement and therefore exemption from motor-related insurance tax) are met and a multi-track motor vehicle is registered in your name, you do not need to do anything else.
If you fulfil the requirements (possession of a disabled person's pass with the ‘Unreasonable use of public transport’ endorsement and thus exemption from the motor-related insurance tax), the digital vignette will be activated for your licence plate number by ASFINAG.
In future, you will no longer need to submit an application to the Ministry for Social Affairs. The required data will be provided to ASFINAG automatically.
The data will be provided automatically by the Ministry for Social Affairs and from the motor vehicle license plate number registry, so ASFINAG will activate the digital free annual vignette for the license plate number of the vehicle registered to you by 31 January at the latest.

Please note that you can make a maximum of 3 enquiries per day and computer. If necessary, please enter a hyphen (instead of the coat of arms, for example). Do not enter spaces or dots. Please ensure that you enter the correct and complete data. The licence plate number will only be queried as you have entered it (e.g.: W-12345X).

If you register a new motor vehicle and fulfil the requirements for exemption from the motor-related insurance tax, ASFINAG will be informed by the relevant motor vehicle insurance company. The digital annual vignette is then activated automatically.
You will be notified five months before the expiry date. A new application for a disabled person's pass can be submitted with the ‘Unreasonable use of public transport’ endorsement. If the application is submitted before the end of the time limit and the conditions are still met, the activation of the annual vignette remains valid.
If the new application is submitted after the expiry date, the activation will be cancelled. If proof of disability is provided again at a later date, the vignette will be reactivated from this point onwards.
The processing time has no influence on the existing activation, as a positive decision has retroactive effect to the time of application.

The free annual vignette automatically activates a multi-trip card for toll sections. This means you can use all motorways and expressways free of charge.
Only electrically powered vehicles (electric vehicles) are generally exempt from motor-related insurance tax. If you would like to claim a free annual vignette for an electric vehicle, you must submit a corresponding application to a local registration office.
Data is exchanged between the disability pass database (SMS), registration database (VVO), insurer and ASFINAG in compliance with data protection regulations.
If the requirements are met and the vehicle is exclusively registered to the person with a disability, an automatic entry is made in the ASFINAG vignette registry.
In this case, upon entering the licence plate number in the vignette database, a digital annual vignette and a free multi-trip section toll card will be activated for the licence plate number of the motor vehicle that is exempt from the motor-related insurance tax due to the unreasonableness endorsement in the disabled person's pass.
The exemption applies from the date of validity of the unreasonableness endorsement until 31 January of the following year if the disabled person's pass has a time limit (similar to the toll sticker). The multi-trip card can be used for a period of 365 days from the date of validity.
The registration database reports changes of license plate number/vehicle changes/deregistration etc. to ASFINAG.
The Ministry for Social Affairs sends letters about the free annual vignette to eligible persons (disabled person's pass with the ‘Unreasonable use of public transport’ endorsement) who received a free vignette in the previous year or who became eligible by the cut-off date of the previous year.
The Ministry for Social Affairs does not have access to the registration database. It is not known at the time the letters are sent whether an individual authorisation or an authorisation pool exists.
